Road authorities

The road authorities have to translate their policies for traffic in a clear and functional way. This covers areas as origin/destination types, preferred and alternate routes, road priorities, supporting roads, etc. Also potential bottlenecks must be identified and measures to cope with them described. Bottlenecks are not only traffic related, but can also be environmental (sustainable traffic management).

Automotive OEMs

Cars are now a days equipped with a surplus of detector. Traditionally position, speed and heading are used in traffic related environments. But also other information can be used for monitoring. Especially information that can be transferred to behavioral aspects, or road conditions, is very valuable. Also in-car technology can be used to very accurate monitoring of environmental conditions. Last but not least, driver assistance can help to optimize the road usage. Not only can ACC technology be used to maintain safe distances in busy traffic, but also to prevent loss of road capacity in situations where traffic starts shifts from busy state to free flow state (or at traffic lights).

Service providers

Navigation systems are mostly technology driven. The core still is point-to-point guidance, with the ability to reroute when needed. This works fine as long as the performance of the road network is able to cope with an individual approach. But at some point coordination is needed. Since there is an open market, the control must be done by an independent organization, typically a road authority.

Service providers have to facilitate this cooperation structure, where a coordinating authority can request to guide the drivers in a more controlled way. Still within this situation, the service provider will still search for the optimal situation for an individual driver, within the given boundaries.
The shift from central controlled traffic management to distributed management requires next to technical development also a change in organization, and standardization. This shift is a logical next step from doing traffic management based on individual experience of operators toward using decision support systems.
